- Agree the minimum data fields for fisher registry, landing/catch, CBFM, GPS/location, tabu polygons and issue reporting.

- Validate roles, access levels and data sensitivity rules before any production collection starts.
- Build a pilot mobile workflow, first map layers and first Data Hub tables using actual field data.
- Present first dashboards, the Tanna map and the first letter to leadership and communities before wider rollout.
